Las Vegas Raiders running back Josh Jacobs will not play Monday afternoon at Kansas City. He was questionable with a quad injury and an illness and did not participate in Saturday’s practice. Second-year back Zamir White likely will start for the visiting Raiders (6-8) against the Chiefs (9-5).
